This agreement between the Lugoff-Elgin Water Authority, hereinafter called the Authority, and the undersigned, a user of services hereinafter called User.Therefore, in consideration of the covenants, promises, and agreements contained herein, it is hereby understood and agreed:

• The Authority shall furnish, subject to the limitations hereinafter provided, such quantity of water as the User may desire in connection with occupancy of User's property
• The User shall install and maintain at User's own expense a service line which shall begin at his property line
• The user's service line shall connect with the distribution system at the nearest place desired by the User, provided the Authority has determined in advance that the Authority's water system is of sufficient capacity to permit delivery of water at that point
• The user shall pay for such water at such rates, times, and place as shall be determined by the Authority's Directors
• The user shall not connect any additioanl Users to be served through User's meter
• The User agrees not to make any physical connection between any private water system and the water system of the Authority unless the user installs a reduced pressure backflow prevention device. The Authority may at any reasonable time make inspections to enforce this provision
• Violation of this provision shall be grounds for disconnection of service
• If a yard sprinkler system is connected to the Authority's system, it must be accompanied by a reduced pressure backflow prevention device
• The Authority shall install a cutoff valve and water meter at each service. Such cutoff valve and water meter shall be installed on the Authority's distribution system. The Authority shall have exclusive right to use such cutoff valve and water meter and to turn it on and off. The User agrees to install a cutoff valve for personal use within 3 feet of the meter on the User's side.
• The Authority shall have final jurisdiction in any question of location of any service line connection to it distribution system; shall determine the allocation of water to Users in the event of a water shortage; may shut off the water to a User who allows a connection or extension to be made to User's service line for the purpose of supplying water to another.
• The failure of a User to pay water charges duly imposed shall result in the automatic imposition of the following:
  
  A. Non-payment of bill by 5:00 pm on the 15th day of the month will be subject to a late fee of $5.00 if the total bill is $50.00 or less, or a late fee of 10% of the bill if the total is greater than $50.00.
  B. Non-payment of bill by 5:00 pm on the 15th of the month may result in the water being shut off from the User's property
  C. A reconnect fee of $ 50 will be charged to each account that was cut off for non-payment.
• NOTE:? Unauthorized re-connection of service or any attempt to bypass the meter will be considered Meter Tampering and result in a $ 100 Meter Tampering Fee and be prosecuted to the full extent of the law.
