About Us

The Lugoff-Elgin Water Authority is a Special Purpose District formed by Act 784 of the South Carolina Legislature in 1964. We are one of over 300 Special Purpose Districts (SPDs) in South Carolina. We serve over 10,000 customers in Kershaw, Fairfield and Richland Counties of South Carolina.

We are governed by a seven-member Board of Directors. The Board is elected from our membership at our Annual Meeting. The Annual Meeting is always held at 7:00 p.m. on the third Tuesday of September. Board members serve six-year terms and must be nominated from the floor at the Annual Meeting.

The Lugoff-Elgin Water Authority receives NO tax millage or support from any county. We are entirely fee-for-service.


We have a 6 MGD water treatment plant located near the dam at Lake Wateree. The lake is our source of water.
